This phrase Blood is thicker than water is used to show the bonding of family over any other, to show family bonds are superior than any bonds we have made by choice, example- friendship.
It is often used as:
‘We know that you & your friends have been planning this from week but it’s your younger brother’s birthday. Blood is thicker than water”
Stating that family bonds are stronger and superior than any “water bonds” – bonds by blood.
BUT, the actual meaning of this quote however is totally different and opposite.

What is Actually Means:
The actual meaning of this quote is bloodshed on the battlefield makes a stronger bond between soldiers than simple blood or genetic ties.
So as we discussed above the meaning is totally opposite of the way we use it.
The quote actually means that bonds or ties we made by our choice are more important than the blood ties we are bound to by the water of the womb.
In principle, it means friendships or bonds you create by choice are stronger than blood ties you didn’t choose.
